What Is the EUDR?
The EU Deforestation Regulation (EUDR) is a European law designed to reduce global deforestation. It requires companies to track and document the origin of raw materials and ensure that products sold in the EU are deforestation-free.
It covers seven commodities:
wood, cattle, soy, palm oil, cocoa, coffee, and rubber.
For wood-based businesses, this includes:
- Furniture and flooring
- Packaging, paper, and cardboard (unless 100% recycled)
- Tools, handles, and decorative elements
✔ Applies to wood from any country
✔ FSC/PEFC certification is helpful but not enough
✔ Traceability to forest-level geolocation required
Who Needs to Pay Attention?

- A producer or user of packaging made from wood, paper, or cardboard

What Products Are in Scope?
EUDR covers wood in almost any form:
- Sawn wood, veneer, plywood, particleboard
- Furniture and flooring
- Tools and handles
- Packaging and boxes
- Paper and cardboard (unless 100% recycled)
What Happens If You Don’t Comply?
- Fines up to 4% of EU turnover
- Confiscation of goods
- Denial of market access
- Reputational damage
Some finished products, such as automobiles or assembled components like wood-trim dashboards, may fall outside the scope of the EUDR because of their customs classification. However, that doesn’t mean the materials used to make them are exempt. For example, the wood veneer or plywood that your Tier 1 supplier purchases to manufacture trim parts is in scope and must be traceable, legal, and deforestation-free. If your supplier isn’t prepared, your production could be delayed, and your compliance reputation put at risk.
